NEW YORK, April 12 (Reuters) - U.S. temporary staffing agencies are facing their worst period in more than a decade, with billable hours declining in the first quarter as companies lay-off workers and freeze recruitment.

They have put plans for U.S. expansion on hold and cut their own costs as they do not expect a pickup in demand until towards the end of the year, in line with the slowing economy.
